Romania's self-exclusion operates through both operators and the regulator. Licensed operators must offer self-exclusion, and ONJN runs a system that held about 54,000 self-excluded people in April 2026, after the current leadership inherited a backlog of more than 30,000 unresolved requests. Coverage and procedures still differ between land-based and online gambling. A draft emergency ordinance, sent to the Ministry of Finance in 2026, would unify self-exclusion across all operators with mandatory ID checks, cooling-off periods and fines of up to 100,000 lei for non-compliance. The steps

    Request exclusion through ONJN

    Check the ONJN website for the current self-exclusion request form and submission method. Have your ID card or passport and personal numeric code (CNP) ready.

    Log in to every licensed site and app and request self-exclusion in the responsible-gambling section, so you are covered even if data sharing lags.

    Cover land-based venues
