Self-exclusion in Norway

Norway has no national self-exclusion register, because there are only two legal providers. Norsk Tipping, which runs lotteries, sports betting, online casino-style games and machines, and Norsk Rikstoto, which runs horse-race betting, each let you exclude yourself in your player account. All play with them is registered and identified, so an exclusion applies across that provider's online games and identified play in shops. Norsk Tipping also enforces loss limits across its games. Foreign gambling sites are illegal in Norway and do not respect these exclusions, which is why the authorities use payment blocking and DNS blocking, and why Hjelpelinjen helps people install blocking software.

The steps

  1. 1

    Log in to Norsk Tipping

Sign in with BankID. Go to the responsible gaming settings in your profile, where you can take a break or exclude yourself from some or all game types.

  2. 2

    Choose a break or exclusion

Select the games and the length you want to be excluded for. Exclusion from all games, for the longest period you need, gives the strongest protection.

  3. 3

    Repeat with Norsk Rikstoto

If you bet on horse racing, also exclude yourself in your Norsk Rikstoto account, because it is a separate provider.

  4. 4

    Lower your limits

Reduce your loss limits in each account. Lowering a limit takes effect quickly, while raising one usually involves a delay.

  5. 5

    Block foreign sites

Ask Hjelpelinjen for help installing blocking software on your devices, and ask your bank about blocking gambling transactions.

  6. 6

    Get support

Call Hjelpelinjen on 800 800 40 for anonymous advice, or contact your GP or municipal services about treatment.

Before you start โ€” what to know

  • There is no national register; exclusion is done separately with Norsk Tipping and Norsk Rikstoto.
  • All monopoly play is identified, so exclusions follow you across a provider's online games and identified play in shops.
  • Foreign gambling sites are illegal in Norway and are not bound by these exclusions.
  • Norwegian banks are barred from processing payments to unlicensed gambling operators, but this can be circumvented, so personal bank blocks and blocking software still help.
  • Exclusion lengths and how they can be ended are set by each provider; check the terms in your account before you choose.

Frequently asked questions

Is online gambling legal in Norway?

Only through Norsk Tipping and Norsk Rikstoto, which hold exclusive rights. Foreign operators are not permitted to offer gambling to Norwegian residents.

Is there a self-exclusion register in Norway?

No national register. You exclude yourself in your Norsk Tipping and Norsk Rikstoto accounts, and use blocking software for foreign sites.

Are gambling winnings taxed in Norway?

Winnings from Norsk Tipping and Norsk Rikstoto are generally tax-free. Winnings from illegal foreign sites may be taxable. This is not tax advice; check with the Norwegian Tax Administration.

What is DNS blocking?

Internet providers redirect users trying to reach illegal gambling sites to a warning page. Norway introduced this in 2025 alongside long-standing payment blocking.

Procedures can change. Always follow the instructions of the official scheme or regulator. We2Bet is not affiliated with any self-exclusion scheme. Last reviewed October 2026.
